This is the 2018-2021 State Housing Plan that has been approved by the Government

The Government has approved this Friday the new 2018-2021 State Housing Plan with a provision for the four years of 1,443 million euros . 62.5% more than in the previous plan. This was announced by the Minister of Public Works, Íñigo de la Serna, at the press conference after the Council of Ministers.
Specifically, the endowment will be 350 million for this year. And it will expand to 357 million in 2019, to 364 million in 2020. And to 372 million in 2021.

The minister has stated that the number of grants in the plan's validity period will reach 557,109 grants. And a total of 60,320 jobs will be created.

The plan deals with groups with fewer resources

"The best thing about the plan is that it focuses on the segments of the population that have the most difficulties in accessing a home, such as young people, those over 65 and people in eviction," explains Beatriz Toribio, director of Photo-house studies.

Rental aid
The requirements to access the Fomento housing rental assistance program are that the rented dwelling be the habitual and permanent residence. That the family unit has an income limit of 3 times the Iprem (1,613.52 euros per month in 14 payments) in general. And that the rental of the property does not exceed 600 euros per month. Figure that can be expanded up to 900 euros per month in certain areas to be defined by the autonomous communities.
In the case of homes in which a general large family and people with disabilities live, the aid will be delivered if the income does not exceed 4 times the Iprem (2,151.3 euros per month for 14 payments). In addition, the nucleus of special large families and people with certain degrees of disability may not earn more than 5 times the Iprem (2,689.2 euros per month for 14 payments).
The aid limit is 40% of the monthly rent for people between the ages of 35 and 65. Figure that increases up to 50% in the case of those over 65 and those under 35.

More rental aid
On the other hand, the program to promote the housing stock for rent or leased in use for a minimum period of 25 years will be aimed at persons of legal age, public administrations, organizations and entities of public and private law or foundations, companies of social economy and its associations.
To access this aid, the home must be the habitual and permanent residence , the limit of the income of the tenants in the first option may not exceed 3 times the Iprem (1,613.52 euros per month in 14 payments). The rental price in this case must be up to 5.5 euros per square meter. The amount of the aid will be up to 36,750 euros per home with a limit of 50% of the investment.
On the other hand, in the case of the second option, the income of the tenants may not exceed 4.5 times the Iprem (2,420.28 euros per month in 14 payments). The rental price must be up to 7 euros per square meter of housing. And the amount of the aid will not exceed 31,550 euros with a limit of 40% of the investment.
People who are in a situation of eviction from their usual home will also have specific help in this new State Housing Plan. In fact, the Government will make unoccupied homes of financial entities available to this group. And other owners to rent them to people who are in eviction from their usual home.
The rental price, in this case, must be equal to and less than 400 euros per month . And the amount of aid can be up to 100%. The term of the aid is 3 years.

Rehabilitation and purchase
As for purchase aid, these are limited to municipalities with less than 5,000 inhabitants. And they are for young people under the age of 35 . And with income that is less than 3 times the Iprem. They are 1,613.52 euros per month in 14 payments.
The maximum price for the purchase of the home is less than 100,000 euros. With an aid limit of 20% of the price. And from 10,800 euros to housing.
On the other hand, the Housing Plan also integrates a program for the elderly and people with disabilities to help promote housing with common services adapted for rent. That is, to rehabilitate homes with services and facilities adapted for a period of 40 years to rent at least.
The rent for adapted homes is limited to 9.5 euros per useful square meter per month. And the lessee's income at 5 times the Iprem, that is, 2,689.2 euros per month for 14 payments . Aid to the promoter is up to 400 euros per useful square meter. With a limit of 40% of the total investment.
Single-family dwellings and dwellings within an individual building will be included in the rehabilitation program for residential buildings for the first time. The aid will be for houses with antiquity prior to 1996. The plan will pay special attention to the sub-housing and slums. The term to finalize them will be 5 years.
