In editing this photo, I do have steps that followed:

1) Duplicate the Raw Picture 3 times, 1st layer named Original Copy, 2nd layer named Apply Images, and 3rd layer is Dust & Scratches, always hide the 1st layer and 2nd layer at first procedures.

2) Choose the Dust and Scratches layer, then go to the Menu bar and follow this: Filter > Noise > Dust & Scratches, the radius should be 15 pixels and let the threshold to be 0 level. After that go the Toolbar and search for the Brush Tool, the size should be 30, hardness will be 100 and capacity is 21. Use the brush tool to adjust the skin of the picture by eye dropping the near color of the skin.

3) Choose the Apply Image layer, unhide it. Search to the Menu bar again: 
Image > Apply Image: Layer - Dust and Scratches, Blending - Subtract, Scale - 2, Offset - 128, and Capacity - 100. After that go to the Layer panel and change the Normal into Linear Light so that it can be look like the raw picture. Then find the Healing Brush Tool or Spot Healing Brush Tool in the Toolbar, you can use it to heal those pimples and any flaws that might damage the image.

4) In this step you need to add another layer between Apply Image layer and Original Copy, use the Brush Tool to heal the skin of the raw image, the same step to the step number 2.

5) Ctrl + Shift + Alt + E, to copy the Dust and Scratches, Apply Image and New Layer as one without disappearing of those layers.

6) Choose the copied layer, search to the menu bar: 
Filter > Camera Raw Filter or Shift + Ctrl + A, to adjust the color and brightness of the image.

Then click the Okay Button.

7) Now you can save the image with Ctrl + S and you can choose also the file type, depend to what copy you want to have.
