Helsinki city had a year long collaboration with our Media Department (Aalto University of Arts & Design) . A large interdisciplinary team worked on distributed roles for complete redesign for the city website. Myself and Lauri Hassi (MediaLab) were in charge of the Information Architecture redesign of the site. After rigorous benchmarking and prototyping we designed a user centered contextual information flow, mainly based on card sorting of action based categories. This is the reason why you see heavily citizen centered "action" categories on the city homepage in the form of "daycare & education, housing & environment" and so on.
