Locate the Navigators Cross Outpost, which is close to the Ungwana military base, by clicking on your map, as seen in the above image. A merchant dealer selling the Long Gun III blueprints may found here.
Go ashore and look for a merchant standing on the beach as soon as you reach the Ungwana military camp.
After interacting with the Ungwana vendor, she will post a number of goods for sale. The plans for the Long Gun III are number two on her list. Purchase the item from the dealer as seen in the top image; the blueprints cost one thousand silver.
