Here is the entire process how i made this

Refinement the sketch line

Adding the color of the mouth, tooth, tongue and the eyes

Adding skin tone and shading it

Refine the city's illustration then add the colors with my custom brush preset and add the fire and smoke element

The final touch edit the color balance and add more fire and smoke element
