Slum Area Upgrading - Urban and Regional Planning (ITS)

A rapid population growth directly impacts housing demand, which was in turn triggers the establishment of a slum area. Slum area in Banjarmasin indicates that there are unresolved social and environmental problems, one of them is in South Belitung. There are 10 neighborhood units (Rukun Tetangga/RT) that can be categorized as the slum area. Nine of them are in the level of moderate slum (RT 4, 8, 9, 10, 11, 12, 13, 14, 15) and the other one is low level of slum (RT 6) with high building density, relatively small blocks, and old construction. The housing units that take space for 6.04 Ha with a total population of 1,920 people.
The purpose of this research is to formulate slum area quality improvement directives by using three stages of analysis, those are identifying slum area characteristics by using statistical descriptive analysis, analyzing priority factors that affect the slum area by using stakeholder analysis and analytical hierarchy process, and last, formulating directives in order to improve slum area quality based on each identified variable.
The result shows that there are 4 levels of improvement priorities between 2016-2019, focusing on managing and improving housing quality and its infrastructure. The research result can be used as a recommendation for related stakeholders in order to develop South Belitung in Banjarmasin City a better place to live.
